As of July 8, 2026, a seismic shift has officially transformed how consumer goods enter the United States. The U.S. Consumer Product Safety Commission (CPSC) now mandates that Certificates of Compliance (CoC) be filed electronically through Customs and Border Protection’s Automated Commercial Environment (ACE) system at the time of entry. This regulatory overhaul means the days of simply holding paper certificates and producing them upon request are entirely over. The new mandate applies to all finished consumer products subject to CPSC mandatory safety standards, encompassing both Children’s Product Certificates (CPC) and General Certificates of Conformity (GCC). Importers have two primary methods for transmitting this critical data. The Full PGA Message Set requires submitting all required data elements with every individual customs entry. Alternatively, businesses can leverage the CPSC Product Registry to file a Reference PGA Message Set, drastically reducing redundant data entry for recurring shipments. Because compliance is assessed at the product level rather than the shipment level, mixed-cargo containers managed by freight forwarders will be flagged if even a single item lacks proper certification. Companies must act immediately to integrate their compliance workflows with their customs brokers and the ACE system.
