Is Container Shipping Structural Overcapacity the New Normal?

The maritime logistics sector is bracing for a prolonged period of turbulence as container shipping structural overcapacity becomes an undeniable market reality. By mid-2025, the active global orderbook swelled to 9.6 million TEU, representing more than 30% of the active fleet. Analysts recently estimated a 9% growth in capacity against merely a 3% rise in cargo volume for 2025, underscoring a severe supply-demand imbalance.

Although port congestion and Red Sea route diversions temporarily absorbed surplus tonnage in 2024 and 2025, the underlying fundamentals reveal a significant structural shift. Between late 2022 and late 2025, global container capacity surged by 27%, while cargo volumes grew by only 8.5%. Key factors driving this container shipping structural overcapacity include:

  • Massive Newbuild Injections: Average fleet growth is forecast to remain above 6% annually between 2025 and 2028, peaking in 2028 with 3.3 million TEU scheduled for delivery.
  • Stalled Scrapping Rates: Despite the influx of new tonnage, carriers have hesitated to retire older vessels. In 2024, only about 76,000 TEUs were scrapped compared to 2.5 million TEUs delivered.
  • Cooling Demand: Global throughput growth is projected to slow to 1.7% in 2026 due to inflationary pressures and shifting trade policies.

Logistics professionals must prepare for sustained downward pressure on spot rates and increased schedule volatility. To manage this container shipping structural overcapacity, carriers will likely escalate capacity management tactics such as blank sailings, slow steaming, and service mergers. A potential resolution of geopolitical disruptions could suddenly release trapped capacity, exacerbating the oversupply crisis. Shippers are advised to monitor schedule reliability closely and maintain highly flexible procurement strategies.
